A man was dead after being dragged behind a motorcycle through a Red Bluff neighborhood, and the motorcyclist was arrested, police said.

Officers had been called at about 10:30 p.m. Monday to Franzel Road, in a residential area, by someone who said a man was bound and lying in the street, said a Tuesday press release from the Red Bluff Police Department.

When the officers arrived, a motorcyclist rode away from the scene — and he was dragging what appeared to be a bound man. Police pursued him.

Three blocks later, as the motorcyclist made a right turn, the body became detached from the motorcycle. At the same time, an officer fired several shots; none struck the motorcyclist, and he continued to flee.

Police found that the man who had been dragged was dead.

About a mile later, the motorcyclist crashed on South Main Street near the Interstate 5 on-ramp. He suffered non-life-threatening injuries and was treated at a hospital before being taken to jail.

Identified as Ray Cain, 37, of Cottonwood, he was booked on charges of murder, driving under the influence and felony evading. Bail was set at $1 million.

Investigators are attempting to determine if the victim died before he was dragged.

The officer who shot at the suspect was placed on paid leave, the release said. Tehama County district attorney’s investigators are handling the external investigation of the shooting.
